PROPOSITION TO PUBLIC DISCUSSION ABOUT THE STATE STUDY OF LOCATION AND STRATEGIC ENVIRONMENTAL ASSESSMENT FOR ST MARCO ISLAND
WE SUGGEST AS FOLLOWS:
- Rejection of the location Study and Strategic environmental assessment for St Marco island.
- New edition of Study and Strategic environmental assessment on St Marco island based on Law, high level plans, with engaging new subjects for this edition, excluding the possibility that the same subjects accomplish both documents.
- In accordance with nature protection law to nominate St Marco island a protected area together with aquatic area near St Marco which includes: cape Debela Glava, the coast from cape Debela Glava, beach Gabrio, to the cape Jezicac, inland part of beach Gabrio (tennis terrains of Med Club),Tunja shallow water, Lady of Mercy isle, as well as the aquatic area minimum 100m outside the defined line.
EXPLANATIONS:
The location Study for St Marco island has foreseen more than unacceptable solutions some of which are catastrophic:
- - The enlargement of island by heaping up and cementing the sea area at over 100 000m2
- - Destruction of natural beaches on the large part of the island
- - Destruction of natural shallow water – reef Tunja
- - Irrecoverable catastrophe of the precious sea biodiversity
- - Destruction of the natural fish mating place
- - Building of marina – although it is by the plan of Sea Welfare foreseen only the building of a quay
- - Building on the archeological location on Gabrio beach
- - Destruction of view to St Marco and Lady of Mercy isle
- - Massive construction on the very beach of the island and its sea
- - Massive construction of villas and apartments for sale on the island
- - Destruction of natural vegetation and olive trees on the island
The stated solutions are in opposition to:
- Location plan of the Republic of Montenegro
- Location plan for area of special purpose of Sea Welfare of Montenegro
- The nature protection law
- The Spatial planning law
- Convention of Barcelona
- Strategic development of tourism in Montenegro till 2020
- Tivat urban plan in general
It is unquestionable that this State study of location and Strategic environmental assessment is a negative answer to the principle of sustainable development which understands clever and long-term using of these specially valuable areas. We believe that there are many ways of how to make St Marco useful for tourism, which do not destroy its natural wealth and make its value into a long-term advantage.
IF we had 1000 islands on Montenegro seaside, this solution would not be acceptable for any of them. The shallow water – reef Tunja with a natural beach Gabrio is a residue of Polynesia in the heart of Boka Kotorska bay. Its destruction would be an ecological crime with no precedent, and looking from the aspect of tourism that we want - the worst possible move.
From the big part of Tivat coast we wouldn't be able to see the Isle - Lady of Mercy, and from the part it could be seen the view would be marred by the newly constructed artificial island on the shallow water - reef Tunja!!!
We surely need marinas, but not anywhere , any what, and in any number. The strategy of development for nautical tourism, (which we do not have) should be using experiences of others who do not destroy the pearls of their coast for which the sailors come .The sustainable development considers careful and clever planning and taking to the implementation of the plan. Why was there made a plan for special area of the sea welfare in which was planned the kind, number, and location of the marinas if it is violently broken with the first move?
Everything is about the urbanization and cementation of the worst kind, which has such consequences on the really valuable location so that the damage made by the realization of that project would be incomprehensible and irrevocable not only for the nature and scenery and biodiversity but also for tourism.
Instead of taking a lesson out of superb use of St Marco while with Club Med, which was both ecological and sustainable...
Instead of taking a lesson out of bad experience of over cementation and building of apartments...
Instead of applying law, plans, conventions...
It is done diametrically opposite...
There is a question-Why?
All the good normative and planning solutions are in vain , as well as one's declaring for“ fast one- move breaking business barriers“ in business, if that means breaking barriers which shouldn't be broken because it means breaking oneself, as a part of maintaining development possibilities and that what we owe to leave behind to our descendants.
